"For heroism while serving as Officer-in-Charge of PCF 63 on the night of 25-26 September 1967.   While conducting an anti-infiltration patrol off the coast of South Vietnam, PCF 63 answered the urgent call of  a Vietnamese Navy Coastal Group for assistance evacuating wounded as a result of an attack by Viet Cong.   Having received one critically wounded Vietnamese man from a Vietnamese Navy Junk, Lieutenant (junior grade) CAROLAN directed his boat to a rendezvous with a medical evacuation helicopter hovering overhead, the combined effects of wind and sea conditions caused the boat to surge out from under the aircraft and the wounded man fell into the sea.   Lieutenant (junior grade) CAROLAN, with complete disregard for his own safety and fully aware of the danger from sharks attracted by the helpless man, who was bleeding copiously from gunshot wounds of the stomach and legs, unhesitatingly dove into the sea and effected the rescue of the wounded man.   A second transfer to the helicopter was successful and the wounded man was transferred to the hospital.   Lieutenant (junior grade) CAROLAN’s courageous and prompt action in the face of great personal risk undoubtedly saved the helpless Vietnamese man from drowning or attack by sharks and were in keeping with the highest traditions of the United States Naval Service."
